Is this the outside fender above the wheel?

No. This is the inner fender apron in the front engine-bay bodywork. The outer front fender is a different product.

Does replacing an apron replace the shock tower too?

The apron and shock tower are separate component types. If corrosion or damage reaches the tower or adjoining structure, include that area in the repair assessment and parts plan.

How do I choose a side on a right-hand-drive conversion?

Use the physical vehicle side: left or right from the seated, forward-facing position. Steering-wheel location does not reverse the LH and RH apron labels. Also review any altered engine-bay openings on the converted car.
