Is this a front grille?

It is the upper cowl vent panel at the base of the windshield. The radiator grille at the front of the car is a different part.

Can this panel repair corrosion underneath the cowl?

Replacing the upper panel renews the upper sheet metal. Corrosion in the lower cowl needs its own repair, so inspect the lower layer before closing the area.

Can I paint it before fitting?

Plan to trial-fit it first. Checking the hood-side edge and windshield-side profile before final finishing avoids having to rework a newly painted panel.
